Strategi ASEAN Integrated Food Security Framework dalam Mitigasi Perubahan Iklim untuk Memperkuat Ketahanan Pangan Asia Tenggara 2021-2025

Perubahan iklim memicu bencana hidrometeorologi berulang yang mengancam stabilitas sistem pangan di Asia Tenggara. Sebagai kawasan climate hotspot, disrupsi produksi di negara anggota berdampak langsung pada rantai pasok regional. Penelitian ini bertujuan menganalisis strategi ASEAN Integrated Food Security (AIFS) Framework dan Strategic Plan of Action on Food Security (SPA-FS) 2021–2025 dalam memitigasi dampak perubahan iklim guna memperkuat ketahanan pangan kawasan. Menggunakan pendekatan kualitatif-deskriptif dengan kerangka Liberal Institutionalism Robert Keohane, studi ini mengevaluasi peran AIFS sebagai rezim regional melalui enam pilar fungsionalnya. Hasil penelitian menunjukkan AIFS berhasil mengintegrasikan agenda mitigasi dan adaptasi iklim berbasis Climate-Smart Agriculture (CSA), optimalisasi pemantauan real-time via ASEAN Food Security Information System (AFSIS), serta pelembagaan cadangan beras darurat melalui ASEAN Plus Three Emergency Rice Reserve (APTERR). Secara empiris, koordinasi institusional ini mendorong kenaikan total produksi beras regional mencapai 121,1 juta ton dan meningkatkan Self-Sufficiency Ratio (SSR) beras ASEAN hingga 121,16% pada rentang 2021–2025. Penataan kelembagaan AIFS terbukti mampu mereduksi ketidakpastian informasi, memangkas biaya transaksi perdagangan darurat, dan menjaga stabilitas pasokan pangan regional dari anomali cuaca. Penelitian ini menyimpulkan bahwa ketahanan pangan Asia Tenggara kini sangat bergantung pada keberlanjutan fungsi integrasi kebijakan kawasan.
