Abstract

This article examines how residents of Kebonharjo Village, Klaten Regency, adjusted following the implementation of the Community-Based Water Supply and Sanitation Program (PAMSIMAS). This research employed a descriptive qualitative method with a case study approach to understand the community's adaptation process. The analysis was conducted using the AGIL (Adaptation, Goal Attainment, Integration, Latency) scheme. Findings indicate that adaptation occurred through a gradual, evolutionary process. Residents shifted from using wells, shallow boreholes, and PDAM services to PAMSIMAS after experiencing benefits such as lower costs, stronger water flow, and clear metering. The AGIL study helps clarify that community adaptation goes beyond simply switching water sources. Adaptation occurs through the acceptance of pipe and meter technology. Goal attainment arises through the aim of obtaining cheaper and more stable services. Integration occurs through relationships between residents, administrators, neighboring villages, source areas, and stakeholders. Latency arises through the habit of paying, reading meters, and maintaining the network.
