Abstract

The city of Medan faces a high level of vulnerability to hydrometeorological disasters, particularly in the Deli River Basin (DAS), which is densely populated and prone to recurrent flooding. This situation poses serious challenges for emergency management, particularly regarding legal protection for vulnerable groups such as children and the elderly, who have limited mobility and require special protection during emergencies. This study aims to analyse the implementation of legal protection for vulnerable groups, identify legal and sociological barriers, and formulate an inclusive legal protection model for flood emergency management. The methodology employed is a legal-empirical study using a qualitative approach. Data were collected through document analysis, field observations and in-depth interviews with relevant stakeholders. The research findings reveal a gap between regulations and on-the-ground implementation, particularly regarding the absence of standard operating procedures specifically governing the prioritisation of evacuation, support, and the fulfilment of the rights of vulnerable groups. This study has produced a human rights-based model of inclusive legal protection as a foundation for strengthening local policies that are more responsive, fair and practical in flood disaster management.
