Implementasi Smart Village dalam Mitigasi Bencana: Perspektif Kebijakan dan Tata Kelola Berbasis Regulasi di Kota Parepare

Penelitian ini dilatarbelakangi oleh tingginya kerentanan bencana di Indonesia yang menuntut adanya pendekatan mitigasi berbasis inovasi, salah satunya melalui konsep smart village. Penelitian ini bertujuan untuk menganalisis implementasi smart village dalam mitigasi bencana dengan menekankan pada aspek kebijakan dan tata kelola di Kota Parepare. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman dengan fokus pada dimensi komunikasi, sumber daya, disposisi pelaksana dan struktur birokrasi. Hasil penelitian menunjukkan bahwa implementasi smart village belum berjalan secara optimal. Hal ini ditandai oleh komunikasi kebijakan yang masih bersifat top-down, keterbatasan sumber daya manusia dan infrastruktur digital, rendahnya internalisasi kebijakan oleh pelaksana serta lemahnya koordinasi antar lembaga. Selain itu, pengembangan smart village masih cenderung berorientasi pada digitalisasi administratif dan belum sepenuhnya diarahkan sebagai instrumen strategis dalam mitigasi bencana.
Penelitian ini menegaskan pentingnya integrasi antara teknologi, kebijakan dan tata kelola dalam mendukung efektivitas mitigasi bencana. Oleh karena itu, diperlukan penguatan komunikasi partisipatif, peningkatan kapasitas sumber daya serta pengembangan tata kelola kolaboratif agar smart village dapat berfungsi secara optimal dalam pengurangan risiko bencana.
