Systematic Literature Review on Room Division Daily Workers for Short Escape Tourism in Batam from a Strategic Management Perspective

This study synthesises empirical evidence on the utilisation of daily workers within hotel room divisions to address the unique demands of short-escape tourism in Batam, framed comprehensively through a strategic management perspective. Following the PRISMA 2020 guidelines, a systematic literature review was conducted on publications from 2022 to 2026. This core data was further supplemented by foundational literature and official regional statistics to provide necessary contextual depth. From an initial pool of 151 records, 37 duplicates were systematically removed, 114 were screened, and 49 full texts were assessed. This process ultimately resulted in 30 peer-reviewed studies for thematic synthesis, alongside 8 official documents analysed separately to ground the conceptual findings in empirical destination data. The prevailing themes identified across the literature include workforce agility (73.3%), service quality (66.7%), employee well-being (60.0%), digital scheduling (53.3%), cross-functional training (50.0%), and employment protection (43.3%). Contextually, foreign tourist arrivals in Batam surged by 48.94% between April and May 2026, yet the average length of stay in May remained exceptionally short at only 1.84 nights. This distinct visitation pattern concentrates the operational load spanning check-ins, check-outs, intensive cleaning, room status updates, and linen turnover into remarkably narrow timeframes. To navigate this volatility strategically, the study proposes the Batam Short-Escape RD-DW Strategic Model. This integrated framework encompasses demand sensing, workload segmentation, verified talent pools, competency- and risk-based matching, stringent service controls, iterative learning, and robust job protection mechanisms. Ultimately, daily workers are recommended as a complementary operational capacity rather than a core replacement. Their successful integration must be evaluated against a set of multifaceted Key Performance Indicators (KPIs), including room readiness, wait times, service defects, rework rates, overtime reduction, guest satisfaction, payment reliability, and skills mobility.
