Changes in the Ombudsman's supervisory approach through Ombudsman Regulation Number 61 of 2025 position Maladministration Assessment as a crucial instrument for promoting prevention and improvement of public services. The problem is, the existence of an assessment instrument does not automatically guarantee that the Ombudsman's authority is capable of working preventively when maladministration is still found in practice. This study aims to analyze the implementation of the Ombudsman's authority in preventing maladministration and formulate a more adequate reconstruction of the authority. The study uses normative legal methods with a statutory approach, a conceptual approach, and a case approach. The case of prolonged delays in the service of certificate blocking applications at the Gorontalo City Land Office is used as a practical illustration to test the adequacy of the design of the authority. The results show that Ombudsman Regulation Number 61 of 2025 has strengthened the preventive orientation through assessment, mapping of potential maladministration, and follow-up improvements, but still needs to strengthen the integration between assessment, supervision, corrective action, and follow-up monitoring. Reconstruction is needed so that the Ombudsman's authority is more proactive in preventing maladministration. This strengthening is important to ensure that supervision does not stop at identifying violations, but results in continuous improvements to the service system.
