The Village/Kelurahan Merah Putih Cooperative (KDMP) policy aims to strengthen rural economies through community-based economic institutions. This study analyses its implementation in Nglawak Village, Nganjuk Regency, using George C. Edward III’s model, which comprises communication, resources, disposition, and bureaucratic structure. A qualitative case study approach was employed, with data collected through interviews with cooperative managers, staff, and an assisting informant from the Indonesian military, supported by documentation and operational records. The findings indicate that implementation benefits from stakeholder coordination, operational assistance, and internal communication and evaluation. However, challenges remain, including limited product availability, delayed stock replenishment, discrepancies between physical inventory and system records, and concerns about task allocation. Furthermore, savings and loans and clinic services have not yet commenced. These findings highlight the need to strengthen resource management, ensure reliable product supplies, and clarify staff responsibilities. This study provides insights into the challenges of implementing the KDMP policy at village level and offers considerations for further evaluation by relevant stakeholders
