Abstract

Multidimensional poverty in Highland Papua Province, Indonesia, extends beyond income to education, health, basic infrastructure, and access to public services, while local governments have limited resources to address all of these needs at once. This study aimed to determine the priority of sectoral poverty reduction policies in Highland Papua using the Analytic Hierarchy Process. A three-level hierarchy was constructed, consisting of the goal, four criteria (impact, sustainability, cost, and ease of implementation), and five policy alternatives. Pairwise comparison judgments were obtained from 20 stakeholders representing local government officials, academics, community leaders, and civil society organizations. All comparison matrices met the consistency threshold (consistency ratio ≤ 0.10), and the four criteria carried equal weights of 0.25. Local economic empowerment obtained the highest global weight (0.262), followed by education (0.252), social protection (0.192), basic infrastructure (0.160), and health (0.132). Education, however, was most frequently ranked first by individual respondents (11 of 20). The findings suggested that poverty reduction in Highland Papua should place local economic empowerment and human capital development as its two main pillars, supported by social protection, basic infrastructure, and health services.
