Abstract

Berkembangnya teknologi digital menuntut integrasi literasi digital dalam pembelajaran Pendidikan Pancasila dan Kewarganegaraan (PPKn) di sekolah dasar sebagai upaya membentuk kompetensi smart citizenship. Artikel ini menyajikan hasil Systematic Literature Review (SLR) yang bertujuan mengkaji peran literasi digital dalam membentuk karakteristik smart citizenship siswa SD, mengidentifikasi strategi integrasinya dalam pembelajaran PPKn, serta mengungkap tantangan implementasinya. Penelusuran literatur dilakukan pada basis data Google Scholar, ERIC, Scopus, dan Garuda dengan rentang publikasi 2020–2025. Sebanyak 25 artikel diseleksi menggunakan tahapan Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). Hasil kajian menunjukkan bahwa integrasi literasi digital dalam pembelajaran PPKn berkontribusi signifikan terhadap peningkatan kemampuan berpikir kritis digital, kesadaran etika bermedia, partisipasi bertanggung jawab dalam lingkungan digital, keterampilan kolaborasi, serta penguatan nilai demokrasi dan kewarganegaraan digital. Strategi yang terbukti efektif mencakup pembelajaran berbasis proyek, studi kasus digital, diskusi isu kewarganegaraan kontemporer, dan pemanfaatan platform pembelajaran digital interaktif. Meski demikian, tantangan berupa keterbatasan infrastruktur teknologi, disparitas kompetensi digital guru, dan variasi literasi digital siswa masih perlu ditangani. Diperlukan penguatan kebijakan pendidikan, peningkatan kompetensi digital guru, serta pengembangan model pembelajaran PPKn yang secara sistemis mengintegrasikan literasi digital.
