<p>This study analyzes the legal framework governing dashcams as evidence, examines the urgency of mandating dashcam installation during periodic inspections of Motor Vehicles Subject to Mandatory Testing (KBWU), and explores stakeholder perceptions and readiness in Purbalingga Regency. The study employs a qualitative socio-legal approach combining normative and empirical methods. Primary data were collected through in-depth interviews with nine informants from the Transportation Agency, UPUBKB, Purbalingga Police Traffic Unit, and transportation business operators. Secondary data were obtained from literature and periodic inspection reports. Data validity was ensured through source and method triangulation. The findings show that dashcam recordings have a valid legal basis as electronic evidence under the ITE Law, Constitutional Court Decision No. 20/PUU-XIV/2016, and the LLAJ Law. However, no regulation specifically mandates their installation. Periodic inspection data reveal a 19.46% decline in compliance during the first half of 2026, while the KBWU fleet increased from 2,491 to 5,647 units. Stakeholders generally support mandatory dashcams, although readiness varies by business scale. These findings highlight the need for regulatory reform to strengthen transportation law enforcement.</p>
